The bill (Reg. No. 8696) legitimizes reconstruction or major overhaul of apartment buildings within their premises without a certificate of ownership or land use only in cases when construction works are performed at the expense of the state or local budget.
The author stated that the law is topical due to the hardships experienced by the local self-government bodies, housing and public utility enterprises, and associations of co-owners of apartment buildings during reconstruction and major overhaul of apartment buildings after enactment of the Law "On Urban Development Regulation."
The committee members endorse the bill, as it should improve state policy in the sphere of urban development, simplify the order of performance of major overhaul and reconstruction of apartment buildings, and arrange favourable conditions for the development of construction sector and housing and public utility services.
